Leaking bathroom sink tap (dripping underneath)

Description
The bathroom sink tap is leaking underneath onto the floor. It happens whenever water pools on the flat top surface around the base of the tap. The water seems to go straight down through the hole and drips from the gold metal bolts underneath. I need someone to take a look, see if it just needs a new seal or tightening up, and fix the leak.
