Ok based on you supplying all materials.... cable ,clips, junction boxes, switche, glands ect I can give you a quote but 150 isn't enough if you are looking for a qualified electrician to do this..

Yes but there is no cable at each of the 8 new locations for where you want lights? So you will need cables ran from socket to switch then to each light. Is that right?

Does these need supply ran to each light, switch ect.
