Hi Denisa, I can come next Tuesday to check and fix both windows to close tight and open properly. I will first try to adjust and clean the existing hinges. If they cannot be fixed and need replacing, you would need to buy the new hinges (12" or 16" - I can tell you exact size after I check) and I will fit them - the price includes replacement, you only pay for the hinges.
