Remove blocks from garden

Description
I need concrete blocks removed from my back garden. They used to prop up an oil tank. The tank is gone but the blocks are very difficult to remove - we have tried with a heavy sledge hammer but it really needs a heavy industrial drill to break them up as the blocks are solid and have been compressed after 30 years holding a steel oil tank. We think there is probably a layer below ground level. We would like them to be removed and for the soil around them to be loosened and removed too so that we can put down compost and plant there. I have given an indicative price but happy to discuss.
