@James O. Dig out level foundation, pack in hardcore gravel keeping it level, lay the slabs on a cement base, point beween and around the slabs with cement also. That won't move anywhere, solid base.

I am not an expert, the paving stones have to support and metal shed so I want a solid base for the shed so I am unsure of what is required I have attached a photo of the area
