Once you kill the reason of mold, mold will start drying out and then you can sand slightly the wall or roof a bit and then paint

Pri, you need both, anti mild spray to clean the mold and then paint it

Mold solution -- ventilation,dehumidifier and good heating in room
Buy a 20L dehumidfier and keep it on always
U need ventilation/vents and dehumidfier ....no clothes drying in room

Most likely have to change the windows and install some insulation as well as an air vent. Not a quick fix
