A DIY job on a PVC door would be the easiest, along with wood. Installing it in a concrete wall will require heavy power tools and take longer. But there is a real risk of damaging the door or wall if not done correctly.
If your flap is installed properly, it shouldn’t create a draught. Many will have a brush seal to block the wind, and a good quality cat/door flap will be made from fully rainproof materials.
